PENASULTRA.COM, KENDARI – Kepala Bidang Perdagangan Luar Negeri Dinas Perindustrian dan Perdagangan Sulawesi Tenggara, Ir. Sapoan mengungkapkan, pelarangan ekspor bijih nikel mentah terhadap tiga perusahaan tambang di Sultra hingga saat ini belum dicabut.
Ketiga perusahaan yang dimaksud adalah, PT. Surya Saga Utama (SSU) di Kabupaten Bombana, PT. Modern Cahya Makmur (Konawe) dan PT. Integra Mining Nusantara (Konawe Selatan).
“Sampai hari ini ketiga perusahaan tersebut belum mengajukan dokumen SKA/COO di kantor. Kecuali, untuk ekspor NPI hasil olahan seperti PT. SSU itu masih tetap jalan,” ungkap Sapoan saat dikonfirmasi Rabu 12 September 2018.
SKA atau Surat Keterangan Asal (barang) yang dalam bahasa asingnya disebut Certificate Of Origin (COO) itu merupakan salah satu prasyarat izin ekspor.
Dokumen itu lahir berdasarkan kesepakatan bersama dalam perjanjian bilateral, regional dan multilateral Indonesia dengan negara lain.
Dengan belum diajukannya dokumen SKA/COO ini artinya, ketiga perusahaan tersebut masih terbebani pelarangan ekspor.
“(Izin ekspor) ditangguhkan sementara sampai ketiga perusahaan tersebut memenuhi ketentuan untuk menyampaikan laporan-laporan sesuai yang ditentukan oleh Kementerian ESDM. Itupun hanya ekspor yang masuk dalam kuota,” terang Sapoan.
Penangguhan sementara pengiriman bijih nikel yang sudah berjalan kurang lebih sebulan ini merupakan dampak ketidakberesan laporan dan keberimbangan capain progres pembangunan pabrik pemurnian ore nikel atau smelter.
Dari catatan akhir yang diterima Kementerian ESDM diketahui kemajuan fisik pembangunan smelter milik PT. SSU baru mencapai 39,44 persen. Kemudian PT. MCM 76,38 persen dan PT. IMN hanya 20 persen.
Selain tiga perusahaan tambang yang mendapat catatan buruk oleh Kementerian ESDM itu, kata Sapoan, masih ada tujuh perusahaan tambang lagi yang diberi kuota izin ekspor.
Di antaranya, PT Aneka Tambang di Kabupaten Kolaka, PT Ceria Nugraha Indotama (Kolaka), PT Toshida Indonesia (Kolaka), PT Ifishdeco (Konawe Selatan) dan PT Sambas Mineral Mining (Konawe Selatan).
“Semua yang tujuh itu izin ekspornya masih aktif. Kecuali yang tiga masih ditangguhkan. Jadi, tergantung perusahaannya saja. Kalau mau cepat (izin ekspor dipulihkan), tentu harus cepat dipenuhi persyaratan yang ditentukan oleh Kementerian ESDM,” tegas Sapoan.(a)
